Land-Constrained Orange County Ramps Up Construction to Levels Not Seen Since 2016
Demand
Vacancy rose to 3.64% in Q2, up 30bps YoY, though it improved slightly from 3.84% in Q1 and remains one of the tightest rates of any market in this set, where most Sunbelt peers run 5-8%. Rent grew to $2,886, up 1.71% YoY, a deceleration from the 2.90% growth recorded a year ago as a wave of new supply gives renters more options than they have had in years. Occupied stock held at 264,801 units, and net absorption of 1,227 units, while down from 1,600 a year ago, remains positive. For a market adding this much product into a fixed land base, holding vacancy in the mid-3s is the more telling number than the rent deceleration.
Supply
Units under construction have climbed to 10,260, or 3.73% of inventory, the highest share since 2016 as land scarcity keeps the pipeline concentrated in a handful of large-scale projects, mostly in Irvine, where units under construction equal 12.1% of existing inventory. TTM completions actually fell 9.5% to 2,579 units, but full-year 2026 deliveries are on pace to exceed 2025’s total, and industry trackers count Orange County among just a handful of major U.S. metros where that is true this year. This market has never delivered more than roughly 5,000 units in a single year, which makes it a genuine outlier in a cycle where almost everywhere else is pulling back.
Investment Market
Investment activity has cooled. TTM volume fell 10.4% to $1.38B, and Q2’s $299.2M was down 48.7% from an unusually strong quarter a year ago. Cap rates remain among the lowest in the country at 4.72%, essentially unchanged year-over-year, while price per unit sits at $383,822, just 6.0% below the 2022 peak of $408,176, one of the smallest gaps to peak in this dataset.
Pricing power here has never really broken, even as transaction volume thinned out. The constraint is supply of deals, not conviction about the asset class.
