D.C. Multifamily Defines the Federal Layoff Headlines as Investment Surges

Demand

Employment has contracted for two straight years (-2.9% in 2025, -2.7% so far in 2026) as federal workforce reductions ripple through the region. Vacancy rose to 4.70% in Q2, up 94 bps YoY though it did improve from 5.14% in Q1. Rent fell to $2,227, down 0.72% YoY, a reversal from +3.38% growth a year ago. Yet net absorption of 4,613 units was only modestly below last year’s 4,913, and occupied stock held essentially flat.

 

Supply

D.C.’s construction pipeline has fallen to its lowest level in roughly a decade. Units under construction have dropped to 13,143, just 1.86% of inventory versus a 5.35% peak in Q3 2022, and TTM completions fell 48.4% to 7,698 units, down sharply from the 14,624 delivered in 2024. That pullback is arriving at a useful moment, with demand already absorbing a federal employment shock, less new competing supply should help the market stabilize faster than it otherwise would. A handful of corridors that saw the heaviest recent deliveries, like Navy Yard-Capitol Hill, are expected to benefit most as that relief takes hold later in 2026.

 

Investment Market

Investment activity is surging even as the operating fundamentals soften. TTM volume jumped 44.5% to $8.24B, and Q2’s $2.11B more than doubled from $961.4M a year ago.

Price per unit climbed to $287,627, just 4.0% below the 2022 peak of $299,499 even as cap rates ticked up slightly to 5.65%.
